HOME REHAB PROGRAM
Program Description
Give your older home in Almena, Lenora or Norton a major upgrade and receive a rebate grant of up to 10% for material purchases. Home must be owner-occupied, and eligible upgrades must qualify as a major rehabilitation project with material purchases exceeding $20,000.
Program Parameters

Properties must be owner-occupied and located within city limits of Almena, Lenora or Norton.

Rebate:

8.5% of material purchases if less than 90% locally purchased. Paid upon evidence of project completion to Housing Rehab Committee (“Committee”) and applies only to material costs, which must be documented by contractor/homeowner, and must exceed $20,000 per approved project.

Or 10.0% of material purchases if over 90% locally purchased. Paid upon evidence of project completion by Committee and applies only to material costs, which must be documented as 90% purchased from Norton County retailers by contractor/homeowner and must exceed $20,000 per approved project.
3. Homeowner/contractor must be able to demonstrate to Committee a level of experience in the area of property rehab or present a plan utilizing contracted resources to accomplish the rehab process.
Program Process

Homeowner submits an application complete with all required items to the NC/CED office for Housing Rehab Committee review.

The Committee approves or rejects the application and notifies homeowner.

Before/after photos furnished for documentation.

Rebate paid to homeowner.
Eligible Upgrades
Structural: Foundations; Sagging/rotten beams, joints and columns; stairs/porches; roofs/chimneys; flooring.
Energy Conservation: Insulation of ceilings & walls; repair/replacement of windows and doors; caulking/weather stripping; removal & installation of new roof covering; painting/replacement of siding/trim.
Modernization: Plumbing and plumbing fixtures; furnace and water heaters; air conditioning; lighting and wiring; repairing of walls, ceilings and floors.
Examples:
Total Rehab Project cost = $50,000 and material cost = $20,000 (less than 90% local content)
Rebate Grant = $20,000 x 8.5% = $1,700
Total Rehab Project cost = $100,000 and material cost = $55,000 (over 90% local content)
Rebate Grant = $55,000 x 10% = $5,500
Application Review Process
The Norton County Housing Rehab Committee will review all applications for this program and make recommendations to NC/CED.
This Committee will also review status of ongoing rehab projects and advise the owners, contractors, NC Housing Rehab Committee and/or NC/CED Board accordingly.
